Kijiwe chastukia wanaojitia kuombea kaya


            Baada ya kunyaka matangazo kuwa kuna wachunaji wana mpango wa kuiombea kaya, kijiwe kimekaa kama kamati kulaani upuuzi huu.
            Mgosi Machungi –kama kawa –ndiye analikoleza. Anaingia na kuamkua na kusema, “Jamani mmesikia wae matapei wanaotaka eti kuombea kaya kana kwamba kaya yetu ni maiti? Watatiombeaje kana kwamba sisi timekufa?”
            “Kwana hamjafa hadi kuhitaji Dk Kanywaji awafufue?” anauliza Mchunguliaji huku akichukua gazeti toka kwa Msomi Mkatatamaa.
            Msomi anakatua mic, “Mada yako Mgosi imekuja wakati wake ambapo rais Kanywaji anajitahidi kuwafundisha wachovu namna ya kujikomboa na kuondokana na uombaomba alioendekeza Njaa Kaya na Ben Tunituni Makapu. Tunaweza kujikomboa bila kuomba dua wala njuluku ughaibuni. Nadhani hawa wanaojifanya wanataka kutuombea kuna wanachotafuta kama si kutaka kuwa karibu na lisirikali ili wapate ulaji. Ila kwa Dk Kanywaji wamenoa. Wataomba lakini hawatapewa kibali cha kuwaibua waumini au kufanya biashara za siri kama ilivyokuwa.”
Kapende anakatua mic, “Usemayo Msomi ni kweli tupu. Kaya yetu ahitaji maombi bali maadili. Niliposoma tangazo hili,” anatoa gazeti linaloonyesha kuwa kuna mchungaji wa kibongo akishirikiana na wachungaji toka Ghana na Nigeria walikuwa na mpango wa kumuomba Dk Kanywaji na Kaya na kuendelea, “Eti hata wanigeria nao wanataka kutuombea. Si waombee kaya yao inayosumbuliwa na magaidi wa Boko Haram ukiachia mbali vibaka, mibaka, mafisadi na majambazi yenye madaraka?”
            Mijjinga naye anaamua kula mic, “Nadhani hawa wanaotaka kutuombea wanapaswa waache unafiki. Kwani ukitaka kumuombea mtu lazima utangaze? Mbona wanapoombea waumini wao wanaowatapeli hawatangazi magazetini? Kama kuombea ni big deal basi hawa wanaotaka kutuombea wanapaswa kuombewa kama si kuambiwa kuwa kinachoweza kuendeleza kaya yetu si maombi bali hapa kazi tu. Wamezoea kuwahadaa wajinga kuwa wanatenda miujiza wakati ni utapeli mtupu.”
            Mheshimiwa Bwege anaamua kukamua mic, “Jamani usiwanyime haki yao. Hawa jamaa kweli wanafanya miujiza kama vile kuwanyonya maskini kwa kuwatapeli kuwa wanaweza kubadili maisha yao. Pili wanafanya miujiza ya kutajirika bila kufanya kazi. Unadhani ni mchezo kuwa bilionea hadi wengine wakanunua vyopa bila kufanya kazi? Nadhani kama miujiza wanayosema, si mingine bali hii.”
            “Yakhe hapa nkupata sasa. Kumbe hata kuibia watu nako muujiza?” Mpemba anauliza.
            Mheshimiwa Bwege anajibu, “Ulikuwa hujui! Usingekuwa muujiza si wale wanaoibiwa au mamlaka zingehoji wanapataje ukwasi bila kuchapa kazi? Unadhani bila kuja Dk Kanywaji utapeli huu ungeisha?”
            “Sasa nimekuelewa. Hata hivo, nafurahi kuwa sasa mwisho wa miuya yao wawadia. Lazima wabanwe waeleze wanivyotengeza huo ukwasi wao wakati waendelea kuwaibia makapuku.” Mpemba anajibu.
            Mipawa aliyekuwa kimya muda mrefu anaamua kula mic, “Mwenzenu nadhani hawa jamaa walitumia mwanya wa kuwa na lisirikali zembe na fisadi nao kuiba kama wakubwa wake walivyokuwa wakifanya. Hamkuona yaliyojiri bandarini, TRA, Reli na kwingineko ambapo Dk Kanywaji na waziri mkubwa Katelephone waliposhupaa? Naungana na wanaotaka hawa wachunaji wanaojiita wachungaji kubanwa waeleze walivyopata ukwasi wao wakati hawatii mzigo. Bila kuwabana tutaendelea kutapeliwa.”
            Kapende anarejea, “Hakuna aliyenikuna kama Hamis Kigwaragwara aliyepiga marufuku utangazaji wa upuuzi uitwao tiba mbadala wakati nao umegeuka utapeli mtupu. Mijitu isiyo na elimu wakati mwingine ni sumu na jahiri. Ilifikia kutangaza eti inatibu ukimwi wakati mingi inajulikana kuueneza kwa kutembea na wagonjwa wapumbavu hasa akina mama walioshindwa kwenye ndoa zao au kukosa kizazi.”
            Sofia Lion aka Kanungaembe kaguswa pabaya. Anaamua kutia buti kwa kasi. Anakwapua mic, “Kapende unaweza kutupa ushahidi wa unayosema au unaamua kutugeuza majuha? Unaweza kutwambia ni akina mama wangapi unawafahamu waliobakwa na waganga wa kienyeji kama unavyodai?”
            Kapende anajibu huku akicheka, “Mbona wengi tu. Hata nikutajia majina yao unadhani utawajua wakati ni watu wa mtaani kwangu? Isitoshe, kuna siri juu ya ushenzi huu? Hivi unategemea nini unapokuta tapeli limeandika eti lina dawa ya mapenzi au utajiri wakati jitu lenyewe halina mke au ni maskini na jingine kama lina mke ni matatizo matupu? Unataka kusema nisemayo ni uongo kuwa akina mama hawabakwi wakidanganywa eti ni namna ya tiba? Ama kweli ujinga na kukata tamaa ni ugonjwa mbaya kuliko ugonjwa wenyewe. Wengine unakuta wanajiita wasomi wakati ni wapumbavu wa kutupwa.”
            Kanji naye anaamua kula mic, “Hata mimi iko ona ganga njaa naita yeye ganga. Kama nataka jua ganga nabaka mama tazama teja nakwenda dukani yake. Kama yote iko vanavake jua hii nabaka yeye. Iko rahisi jua tapeli hii nabaka vanavake jinga jinga.”
            Baada ya kugundua kuwa maongezi yanaanza kuelekea kwenye uganga njaa tu, Msomi anaamua kuyarejesha kwenye mstari. Anakwapua mic toka kwa Kanji na kudema, “Nadhani tukubali kuwa kaya yetu ilikuwa imefikia pabaya sana. Kila tapeli kutoka kila mahali alikuwa akija na kujifanyia atakavyo. Mnaongelea wachunaji wanaojiita wachungaji au mashehena yanayojiita mashehe, mbona hamgusii matapeliwa wanaowatumia dada zetu kwa kisingizio cha kuoa na kuendelea kuishi kayani mwetu wakati ni wakimbizi wa kiuchumi? Mbona hamuongelei magabacholi wanaotorosha tanzanite yetu kila uchao? Kuna mengi ya kubadili kwenye kaya yetu. Hivyo badala ya kumuombea Dk Kanywaji tumwambie akaze buti kupambana na utapeli hata kwa wale wanaotumia neno la God.”

Magufuli amefika wakati muafaka ila anahitaji nguvu ya kimfumo


            Ujio wa rais John Pombe Magufuli una somo moja kubwa. Amefika wakati muafaka. Wengi –baada ya taifa letu kutekwa na mafisadi –walifikia mahali kukata tamaa wakihoji kama kuna mtanzania atajitokeza na kuondosha mfumo huu fisadi na mchafu wasijue kilio chao kilikuwa kimesikika. Hata hivyo, pamoja na ujio wa Magufuli ulioonyesha aina mpya ya utawala ambao taifa liliukosa baada ya kung’atuka baba wa taifa marehemu Mwl Julius Nyerere, ujio huu hautakuwa na maana kama utaendelea kuwa kile ambacho waingereza huita one man show yaani utawala wa mtu mmoja na si taasisi. Kuondokana na hofu na kuweza kuwa na mfumo endelevu, lazima rais Magufuli ajikite kwenye kubadili mfumo kwa kuufumua na kuufuma upya ili uweze kuwa endelevu na unaojitegemea. Nchi za magharibi zimetuzidi kwa hili. Kwani, nchi hizi zimefanikiwa kutokana na kuendeshwa na mfumo wa kitaasisi badala ya kutegemea busara na juhudi za mtu mmoja.
            Kufumua na kufuma mfumo kuna faida nyingi mojawapo zikiwa:
            Mosi, mfumo mpya endelevu na unaojitegemea utawezesha kuondoa utegemezi wa mawazo ya mtu mmoja ambayo wakati mwingine yanaweza kutokidhi mahitaji na matarajio ya umma.
            Pili, mfumo wa kitaasisi endelevu hupunguza motisha kwa wale wanaoathiriwa na sera za mhusika kiasi cha kutaka kumdhulu. Ukiwa na mfumo uliojengeka kitaasisi, hakuna mtu mwenye akili anaweza kupoteza muda wake kutaka kumuondoa au kumuua kiongozi wa mfumo kwa vile anajua kuwa hata mhusika asipokuwepo mfumo utajiendesha. Hapa ndipo umuhimu na ulazima wa kurejesha rasimu ya Katiba Mpya ya jaji Joseph Warioba iliyouawa na utawala kidhabi uliopita unapojitokeza.
            Tatu, unapokuwa na mfumo endelevu na toshelezi, hata kiongozi wa nchi akimaliza muda wake au hata kufariki, mfumo bado utajiendesha na kufikia malengo yaliyotarajiwa na kudhamiriwa.
            Nne, unapokuwa na mfumo endelevu na wajibika wa kitaasisi, hata vishawishi kwa watu wachache wanaotaka kuutimia mfumo kujineemesha kwa kuhujumu wengine inatoweka. Mfano, nani anaweza kuotea kupindua serikali za Marekani, Kanada, Uingereza, Ufaransa na Ujerumani? Kutokana na kuwa na ithibati ya kitaasisi, hakuna mtu anayeweza kuota mchana akapanga kupindua serikali za namna hii. Mfumo huu huondoa hata utegemezi wa jeshi jambo ambalo hutoa mwanya wa ufisadi kwa wakubwa wa kijeshi kwa vile wanajua wanaogopewa wanaweza kuondosha serikali.
            Tano, mfumo endelevu hautegemei sera za chama bali misingi iliyowekwa kimfumo ambao hulazimisha vyama vya siasa kushindana kuongoza nchi na kutekeleza mahitajio na maelekezo ya mfumo.
            Je kwanini wenzetu waliamua kujenga mfumo badala ya watu? Jibu ni rahisi kuwa walitaka kuepuka utegemezi wa mtu mmoja ambaye anaweza kuchoka, kuugua hata kufariki wakati nchi haifi wala kuugua.
            Kwa kuzingatia umuhimu wa kuufumua (deconstruction) wa mfumo na kuufuma upya (reconstruction) tunahisi kuwa ni rahisi kuurekebisha na kuuboresha mfumo mbovu kama wetu. Kifalsafa unachofanya ni kufanya mambo kinyume na mfumo mbovu uliopo. Kwa kiingereza anaweza kusema, you just turn the current system upside down. Kama tatizo –kwa mfano –ni ukubwa wa serikali, unaunda serikali ndogo. Kama tatizo ni ukosefu wa maadili, unarejesha maadili huku ukizidi kusambaza mamlaka kwenda kwa umma. Mfano wa hivi karibuni ni vipengele vilivyotaka wabunge na viongozi wengine wa umma watakaoshindwa kukidhi matarajio ya waliowachagua kuwawakilisha kuondolewa kwenye nafasi husika. Huu utaratibu licha ya kuwa wa kiwajibika, ungechochea utendaji wa hali ya juu kwa wahusika kwa vile wanajua wasipofanya hivyo wataondoshwa bila kungoja wafikie ukomo wa mamlaka yao kama ilivyo sasa. Kimsingi, dhana hii ni ya kimapinduzi inayomuweka jaji Warioba mbele ya wakati wake.
            Hivyo, kusisitiza ni kwamba bila kufufua mjadala wa Rasimu ya Katiba Mpya, rais Magufuli atakuwa anatwanga maji kiasi cha kuwapa cha kusema wakosoaji wake kuwa anatafuta umaarufu na kujenga utawala wa muungu mtu jambo ambalo si kweli.
            Kuna haja ya kujifunza toka kwenye nchi zinazosumbuka na kutegemea utawala wa mtu mmoja kiasi cha hata kubadili katiba ili kumpa nafasi ya kuendelea kuongoza kinyume cha sheria kana kwamba hatakufa wala kuishiwa. Kwa vile rais Magufuli amekuja na staili ya kinyenyekevu ya kufanya mambo bila mbwembwe, tunamshauri afufue mchakato wa Katiba mpya. Tutamaliza kwa kunukuu maneno ya aliyekuwa mwenyekiti wa Tume ya Kukusanya maoni ya wananchi jaji Warioba aliyekaririwa hivi karibuni akisema, “Huwezi kuwa na mabadiliko kama hauna maadili kwenye katiba, lazima kuwa na separation of power (kutenganisha madaraka) naamini na kanuni hizi zitaingia kwenye katiba mpya.” Asemayo Warioba ni kweli kuwa huwezi kuwa na mfumo wa uwajibikaji bila kuwa na maadili kwenye katiba ambayo hukupa nguvu na uhalali wa kuchukua hatua. Bila kuwa na miiko na maadili kwenye katiba, itakuwa vigumu hata kuwashitaki watuhumiwa –kwa mfano –wa uhujumu wa taifa.

Dr. Magufuli, relieve us of Makondas


            Although this isn’t an open letter to Dr. JPM, I’m sure he’ll read it. Little bird told me that he doesn’t miss my stuff every Sunday when he’s thinking about what to do next. First of all, let me congratulate him on a great job he’s been doing to put sense into some bigwigs who used to take us for a ride. I can see now. Every biggie in public office has butterflies in his or her stomach. I recently evidenced –at Mwanamanyala –a minister becoming a sentry who’s precluding laggards from getting into the premises. I recently evidenced ministers accosting their underlings to show the world that they’re toning with president’s promptness of doing things. However, boozers are asking candidly, where have they been? Others stepped on their bounds by grossly violating human rights and dignity. I hope Dr. Kanywaji’s already noted Paulo Makonda, the fella who’s awarded District commissionership after mugging and debasing the former chair of the Constitution Review Commissioner Judge Jose Waryuba. If we compare the two who has served this hunk diligently and exceptionally?
             I know Kanywaji likes figures and stats. The dude committed this felon on 2 November 2014 at Blue Pearl Hotel, Ubungo plaza in the afternoon. A year after on 25th November 2015 Makonda was at it again. He unlawfully ordered 20 civil servants locked up for six hours for coming later to the meeting he’s in attendance.   Three weeks later on 14th December, 2015 Makonda was at it again!  He illicitly ordered the arrest and detention of Ubungo Member of Mjengo, Said Kubenea for calling him kibaka.  Wise bird confided me that Makonda asked Kube if he knew who he was ;and Kube replied right away calling him kibaka. You know boozers don’t have specific jobs to do. They spend time discussing whatever comes their way. When we're wondering why Kube called Makonda kibaka, one boozer said that it is because the media reported that vibaka attacked Judge Warioba. Again, why didn’t know that the MP is elected but not appointed? Who’s who between the representative of the boozers and the appointee of former wino? I think Dr. Kanywaji has to apply the same science he applied in firing Bade, Hoseah and many more inept bigwigs he recently showed the door.  This dude's a disaster and a good abuser of the public office.
            Given that Makonda is good at ordering the arrest of innocent people, nobody knows whom he’ll prey on next. Again, many still wonder. How can a person of Makonda caliber fail to understand simple things such as rule of law, human rights, human dignity, and above all, the fact that it is only the court of law that has the prerogatives of dealing with any criminal or civil liability? If Makonda –for instance –was offended by Kube, why didn’t he report the matter to the police station so that legal proceedings could be taken as per the law of the land?  Doesn’t he know that he is a small person who can’t be above the law? Doesn’t he know that Magufuli is not JK who awarded him ulaji even after committing a crime despite knowing how incompetent he is?
            Due to his hawkish nature of serving the wananchi, many are bewildered and dismayed by how Makonda was able to climb ladder and become a DC. Now given that there’s a brand new govt in office, many’d love to see Makonda hit the road as soon as possible before messing up even more.
            Although Makonda has been trying to emulate president Kanywaji, he seems to make biggie. How can you serve the boozers by wantonly abusing them or disregard the law of the hunk? Who wants such a wino to begin with?  Again, should we blame Makonda or those who dispatched him to traumatize our boozers?  Again, time for offering jobs like njugu is now over. Please president JPM relieve us of this guy-cum-burden as soon as possible. Bongolalaland is a free hunk whose earthlings are free too. Boozers need leaders who know what they’re doing instead of scallywags. Bongo is not Uganda under former butcher Idd Amin or Iraq under former brute Saddam Hussein whose kids’ friends used to torture and kill people as pleased simply because the father of their friends was president.
             We know Makonda was awarded the position after shamelessly assaulting mzee Waryuba. Swahili has it that if you mistreat the elders their curse will haunt you. Makonda must pay the price for his acts of violence.
            The other day one boozer left us in stitches. Said he feared for his life because one of the biggies wants to rob him of his dear wife. So, he thinks he’ll use the pretext of fulfilling Magufuli’s drive to punish him. Another says he is worried he might be jailed on trampled on charges so that his nemesis could monopolize his memsahib.
Off the cuff: The other day I saw a photo of a DC offering a service of tying Riz shoe race so that he could be appointed. Don’t take me seriously. You know when I sip I see red. Maybe the photo was different from what I have said. See ye.

Wachungaji wachunaji wamulikwe

Baada ya serikali ya awamu ya tano kuanza kushughulikia ufisadi nchini, wapo wanaoona kuwa imejikita sana kwenye watumishi wa umma huku ikiwasahau au kuwafumbia jicho wengine ambao ni watumishi wa umma kutokana na nyadhifa zao hata kama hawapokei mshahara toka serikalini. Hawa si wengine bali viongozi wa umma hasa wa kiroho ambao wengi wao wanatia shaka hasa kutokana na aina ya maisha wanayoishi. Wapo tulioshuhudia wakijiingiza kwenye siasa wakati wa kampeni wakati ni kinyume cha sheria kwa kiongozi wa umma kushabikia baadhi ya chama au wanasiasa hasa ikizingatiwa kuwa anaowaongoza ni wa vyama tofauti.
Askofu wa Kanisa la Ufufuo na Uzima, Josephat Gwajima amekana kumtolea ...            Kinachovutia sana ni kwamba viongozi wengi wa kiroho, kwanza, ni wa kujipachika vyeo vyao. Pili, viongozi hawa wengi wa kujipachika wametokea kuwa matajiri wa kutisha tena kwa muda mfupi tofauti na wale tuliowazoea waliotawazwa kwa kufuata taratibu zinazokubalika kidini na kisiasa.
             Wakati wa serikali ya awamu ya tano kuwamulika hawa watu kujua jinsi walivyopata utajiri wao hata ikizingatiwa kuwa ni binadamu wenye udhaifu sawa na wengine. Wanaweza kuwa wanashirikiana na mafisadi hata wezi katika ofisi za umma ukiachia mbali hata kuweza kuwa wanajihusisha na biashara haramu kama unga na kukwepa kodi.  Kwenye biashara ya umma hakuna cha kuaminiana. Lazima kila mtanzania amulikwe. Uzoefu umeonyesha kuwa kabla ya kutokea ugaidi wa Septemba 11 kuna mashirika mengi ya kidini yalikuwa yakishirikiana na magaidi jambo ambalo wengi hawakuwa wakilitegemea au kulijua. Hivyo, kutoaminiana hakumaanisha kudharauliana au vinginevyo bali kutenda haki kwa wote bila kujali hadhi wala kazi ya mtu. Sisi sote ni binadamu wadhaifu. Ndiyo maana viongozi wengi wa kiroho wamekuwa wakwasi wa kutisha jambo ambalo kidini ni uroho tu wa kawaida.
PAMOJA BLOG: Kesi ya Kakobe Aprili mwakani            Siyo kulilenga kundi moja la watu. Ukweli ni kwamba siku hizi hakuna biashara inayolipa kama uganga wa kienyeji na uchungaji. Baada ya biashara hii kulipa sana, wamezuka waganga wengi wa kienyeji wakitoa madai ya ajabu kama vile kutibu ukimwi na magonjwa mengine yasiyotibika huku wachungaji nao wakishindana na waganga wa kienyeji ambao wengi wanajiita madaktari wakati wengi wao hata hilo darasa la saba hawakumaliza. Hii nayo inapaswa kukomeshwa haraka sana. Wachungaji wengi wamekuwa wakitangaza kufanya miujiza jambo ambalo haliingii hata akilini. Wapo wanaohoji: Kama wanafanya miujiza si waende kwenye hospitali za umma zilizojazana wagonjwa na kuifanyia huko badala ya kuwatapeli na kuwaibia wananchi maskini na wajinga? Hawa nao ni wa kumulikwa kweli kweli kujua wanapataje utajiri wa haraka bila kushiriki jinai hata kama ni kwa kificho? Wangepaswa kutangaza mali zao sawa na viongozi wengine wa umma.       
Mwl Christopher Mwakasege mnamo tarehe 17-19 August 2012 anatarajia ...   Bahati nzuri sana rais John Pombe Magufuli si mgeni katika dini. Historia yake inaonyesha kuwa alianzia kule kabla ya kujing’atua na kwenda kwenye shule za kawaida. Hivyo, angalau ana welewa wa viongozi wa kidini wa kweli na wa uongo.  Haiwezekani tuwabane watumishi wa umma huku tukiwaacha viongozi wa umma ambao uhusisha wa kisiasa na kiroho. Hatuwezi kuwashughulikia wakwepa kodi wakati kuna kila dalili kuwa wanaweza kuwa na washirika wengine nje ya biashara kama ilivyo kwenye mamlaka za serikali. Japo hatusemi kuwa viongozi wote wa kiroho ima wanakwepa kodi au kutumia misamaha ya kodi kupitisha biashara yao binafsi, uzoefu unaonyesha kuwa kuna viongozi wengi wa kiroho waroho na wasio waaminifu wanaotumia upenyo wa misamaha ya kodi kujineemesha binafsi. Wanapaswa kutwambia huu ukwasi wa haraka wameupataje wakati wanahudumia watu maskini na wenye shida nyingi? Wapo wanaotumia uongozi wao wa kiroho kiroho kwa kuwarubuni na kuwaibia watumini maskini na wajinga chini ya kile tulichokitaja hapo juu cha kutenda miujiza wakati miujiza yenyewe si nyingine bali kuwatapeli waumini hawa waliokwisha kukata tamaa.
MCHUNGAJI ANTONY LUSEKELO (MZEE WA UPAKO) AKIRI KUKAMATWA NA MADAWA YA ...
            Matapeli wengine wa kiroho wameamua kwa makusudi kujiweka karibu na serikali kwa kisingizio cha kuiombea ima serikali au nchi. Taifa letu limeishaombewa sana. Kinachotakiwa kufanyika si kuombewa bali kutendewa haki kwa kuacha kuwanyonya watu wetu au kukwepa kodi. Biashara hii ya kujikomba kwa serikali imevuka mipaka kiasi cha matapeli wa kimataifa nao kutaka kutumia nafasi hii. Ni juzi juzi nilisoma sehemu kuwa kuna wachungaji wanataka kumoumbea rais Magufuli na Tanzania. Kichekesho ni kwamba wahusika hawa wanatoka Ghana na Nigeria wakishirikiana na wa kitanzania. Kama kuombea kungekuwa dili nadhani nchi ya kuombewa ni Nigeria zaidi ya Tanzania kutokana na kuhangaishwa na Boko Haramu.

            Tumalizie kwa kusisitiza kuwa wigo wa kupambana na rushwa na wizi upanuliwe na kuwahusisha wale wote wanojiita kuwa viongozi wa umma ima kupitia siasa au dini. Utajiri wao uwekwe wazi ili waumini wao wajue aina ya watu wanaoshughulika nao. Hii inaweza kusaidia kuwakatisha tamaa wanaopanga kula kupitia mgongo wa dini kama ambavyo imekuwa ikiendelea kwa muda mrefu.

Mlevi kushitaki sirikali The Hague


            Waraka huu ni ujumbe kwa rais Dk Kanywaji Makufuli kuwa nina mpango wa kuishitaki sirikali yake kwa kuua mjengo wangu niliokuwa nimeshusha bondeni Uswekeni. Kwanini sirikali haitaki kufumua siri kali yote iliyoko nyuma ya sisi wachovu kujenga mabondeni au ni kwa vile tulipouziwa haya mabonde tuliwafukuza vyura ambao juzi walikuwa wakituzomea kwa kurejeshewa makazi yao? Juzi niliangusha jozi baada ya kuona –hata kunguru –walikuwa maghorofani –sorry –kwenye miti wakinicheka kwa kuumbuka tena siku chache baada ya kutoa kura yangu ya kula nisujue nami ningeliwa kinamna.
            Katika hati ya kiapo nitakayowakilisha The Hague kwa bi mkubwa Fatou Bensuda nitataka sirikali inilipe fidia, kuniomba msamaha na kunipa kiwanja kwa wanene ili nami niwe mnene. Pia nitaomba mahakama iamuru sirikali kufumua siri kali ya wale ambao walituruhusu kukaa mabondeni huku wao wakitanua uneneni. Wanadhani tulipenda kukaa mabondeni kama mamba kenge na vyura siyo? Wasingetunyonya na kuvuruga mfumo wetu unadhani tungekuwa tunanyanyasika hivi kana kwamba hatuna kwetu? Hebu Dokta Kanywaji tafadhali, angalia namna ya kutusaidia bila kuwaacha waliotuchuuza wakitanua kwenye ofisi za umma ili zoezi lipoe wawakaange wengine. Heri ungewabana na kuwafilisi na njuluku utakayopata itusaidie sisi wahanga wa ufisadi na uroho na ufisi wao.
            Katika hati nyingine ya kiapo nitaomba ICC iamrishe lisirikali lieleze lilikuwa wapi hadi tunajenga, kuishi, kuzaa hadi kujukuu.  Nitawasilisha ankara zangu za malipo ya umeme, maji na kodi ya mjengo ambayo nilikuwa natozwa kila mwezi. Hapa bado sijaonyesha kitambulisho changu walichonipa kwa anwani yangu ya bondeni ukiachia mbali karatasi ya kupigia kura ya kula kwenye kituo chetu cha Jangwani Bondeni.
            Pia nitaomba jaji aamuru wote waliotuchuuza tukachuuzika nao waadhibiwe kwa kufilisiwa njuluku waliyotutoa kwa miaka yote hii walipokuwa wakiuza viwanja vya mabondeni. Hakuna kilichoniuma kuona wale wale waliotuibia kwa kutupimia viwanja mabondeni kusimamia zoezi la kutudhalilisha. Lazima niiambie mahakama iamuru wataifishwe mali zote walizochuma kwa kutuibia ili njuluku hii itutunze wahanga wakati huu tukijipanga kuanza maisha upya.
            Pia nitaiomba mahakama iamuru na mahekalu ya wanene yaliyojengwa kwenye viwanja vya wazi na maeneo yasiyokubalika kule beach nayo yaporomoshwe huku wakifilisiwa.
Kwanini wanataka kuniadhibu wachovu peke yetu wakati wanene waliokuwa madarakani waliniacha nikaendelea kutesa huku wakichukua njuluku zangu. Sasa nateseka peke yangu wao wakinicheka utadhani hawahusiki.
            Katika hati ya kiapo ya dharura nitaomba mahakama iamuru lisirikali linipangishie kwenye hoteli ya kitalii na kutulipa fidia mimi na bi mkubwa kwa kutunyima usingizi kwa kulala tumekaa kwenye vifusi na penu za wengine. Pia nitaomba mahakama iamuru lisirikali linilipe fidia kwa kunidhalilisha, kunisababishia mateso ya kisaikolojia kama kuchekwa, kuzomewa, kupigwa picha na waandishi wa umbea, kupiga picha vyombo vyangu na vyupi, kutoa picha zangu magazetini na kusomeka dunia nzima bila kusahau kunipunguzia heshima mbele ya walevi. Siwezi kuvumilia udhalilishaji huu. Nilishangaa eti wale wakota walipokuja kuua mjengo wangu waliniuliza hati. Mbona mijengo ya lisirikali haina hati na haibomolewi au kufungisha virago lisirikali lenyewe? Mbona Chama Cha Maulaji (CCM) kina miradi mingi ya kuegesha magari kwenye viwanja vya kuvamia vya umma au hatujui? Ngoja nikusanye nauli niende The Hague. Nitaomba mahakama pia iamuru CCM kuondoka kwenye maneo ya umma ambako imekuwa ikijiingizia mabilioni ya njuluku kwa miaka zaidi ya 30. Nitaomba naye ifilisiwe na wakubwa zake wawekwe sero moja na Chaz Taylor na Laurent Badboys kwa kuwadhalilisha walevi.
            Si haki kutuvunjia mijengo na kutuacha tukilala nje wakati CCM ikiendelea kuingiza mabilioni kwa mchezo ule ule wa kuvamia maeneo ya wazi.  Tena kabla sijasahau, mna habari pale bondeni kwetu tulikuwa na matawi mengi ya vyama vya siasa? Sijui navyo vilivamia kama sisi au ni kujifanya miungu watu na kuwaonea wenzao.
            Hoja nitakazotumia kwenye kesi ya msingi ni:
Mosi, tulipovamia lisirikali lilikuwa wapi? Kwanini halikutuchukulia hatua? Tulipovuta umeme lisirikali lilikuwa wapi? Mbona halikutunyima umeme? Kwanza, walituibia. Umeme wenyewe wa mgao na kulanguana. Hapa lazima walipe fidia tena si madafu bali dolari za kwa Joji Kichaka.
            Pili, nitachezesha mikanda niliyowarekodia wasaka kura wakisema kuwa tusingebughudhiwa.
            Tatu, nitaomba mahakama  izuie lisirikali kuchukua hatua zaidi ili kumaliza kesi ya msingi.
            Ili kunogesha mambo, nitaomba ICC iamuru Dk Kanywaji na Njaa Kaya wafike mahakamani na kuwekwa ndani bila dhamana kwa vile wao–chini ya vicarious liability –wanawakilisha chama na lisirikali.
            Ngoja nitumie fursa hii kuwataka waje wanione mara moja kabla sijakwenda zangu The Hague na kuwakatishia ulaji wao. Wasiniogope. Mie silipizi visasi kama Njaa Kaya aliyemlipizia kisasi mzee Jose Waryuba. Wakija wakaongea vizuri tunaweza kuyamaliza  kiasi cha mimi kuchukua changu na kuacha walevi waendelee kuadhirika.

Burundi: Cry Beloved Country

There’s no other name that can be used to define what is currently going on in Burundi. It is purely state terrorism. Before proceeding with the situation in Burundi, let’s unpack some ideas on terrorism generally. Although there is no an agreed upon definition of terrorism, there are two types of terrorism, state and group terrorism. Up till now, there are about 109 definitions of terrorism. Sometimes in one country like the US various departments have their own definitions of terrorism that are different from others. In his book Understanding terrorism: Challenges, perspectives, Gus Martin says that there are three elements that all these 109 definitions share namely “use of violence motivated by religious, political or ideological beliefs to instill fear as means of coercing government or society,”. 
             Terrorism is committed when one group of terrorist commit acts of violence by targeting soft targets such as civilians, infrastructure and whatever is assailable; so as to is committed when the state uses its security and intelligence machinery and might to eliminate, intimidate or silence its opponents.  In this piece we are going to unpack some ideas on state terrorism that is going on in Burundi.
            When the conflict in Burundi surfaced after President Pierre Nkurunziza decided to seek a third term in office; and after a section of the army staged a failed coup, the international community seems to have not gotten it. For, despite all, Nkurunziza still has stayed put to cling unto power even by shedding innocent blood of those opposing him. Despite the fragility of the situation, the international community, especially the United Nations (UN) and the East African Community (EAC), didn’t take decisive measures to contain or transform, manage or resolve it. Politics and paternalism seems have taken much place instead and real and scientific ways of addressing the issue were put aside. Professionally speaking, once the conflict escalates like it sadly still is, in Burundi what’s needed is de-escalate it something that is still missing. Prominent Kenyan MP, Ababu Namwamba was recently quoted as saying, “But we want to tell all the five regional presidents who are sitting and watching Burundi slide into the abyss without lifting a finger that history will judge them all very harshly.” Who will stop this carnage and mendacity? Kenya is busy fighting group terrorism in Somalia. Uganda and Rwanda lack moral authority. It is only Tanzania that can chip in and do something about the megalomania that is going on in Burundi so to speak. Reuters (June 19, 2015) reported that at least 70 people were killed by government agents in Bujumbura “since clashes erupted between security forces and activists protesting against President Pierre Nkurunziza’s bid for a third term, a leading Burundian human rights group said.” UN figures released before Friday's violence showed at least 240 people had been killed and more than 200,000 had fled the country of around 11 million since a failed coup in May. This is according to the AFP (December 16, 2015).
            Since Burundian president Nkurunziza tampered with the constitution and ran for the third term in office contrary to the constitution, over 300 have already lost their lives. Some analysts are wary that if the current trend is not stopped, soon Burundi would cascade into ethnic violence due to the fact that the majority of those who were killed recently are said to be Tutsis. This is according Al Jazeera (December 15, 2015). Looking at how neighbours and the international community are staying side and watch, one wonders. The world didn’t learn from Rwandan genocide. Desmond Tutu says that history teaches us that we don’t learn from history. Essentially, this is what we now see even after tens of innocent people are reported to be killed by their own government that is supposed to protect them. What has the international community done to avert more danger after such killings exacerbate the conflict? UN introduced R2P or Right to Protect after Rwandan genocide allowing other states to override sovereignty resulting from the Peace of Westphalia (1648) that gives the states sacrosanctity against interference. Why is it taking long for the UN to come in forcefully and timely? How many should Nkurunziza and his henchmen kill that will awaken the international community? Aren’t this mendacity and duplicity and insincerity against innocent people in Burundi? Isn’t this a betrayal to such people at this hour of need?
            By the look of things, it seems. Nkurunziza is hell-bent to commit terrorism if it assures him to remain in power. To him, spilling blood as long as it assures him of power is nothing to worry about.  Arguably, if the EAC and AU and UN have failed, someone else is going to fix the problem in Burundi. Ironically, the solution for Burundi’s conflict can come from an unexpected angle. Due to the impasse in Burundi, only the International Criminal Court (ICC) can turn things around if it starts the process of indicting Nkurunziza. Ironically, Nkurunziza seems to be comfortable with playing into the hands of the ICC wantonly.

            In sum, I understand how African leaders think the ICC has been targeting them. Again, if they fail to arrest the situation in Burundi what should they expect as far as gross violations of human rights are concerned. To avoid being targeted by the ICC, African leaders must stop carnage in Burundi urgently and timely.

Wanakijiwe walaani kubomolewa mijengo yao



            Baada ya kaka Dk Kanywaji kuja juu na kubomoa majumba yaliyojengwa uswekeni, wanakijiwe wamepokea uamuzi huu kwa shingo upande.
            Mpemba anaingia akiwa na ndita usoni. Baada ya kuamkua anasema, “Yakhe mmepata simu ya Mgosi Machungi?”
            Kabla ya kuendelea, Mbwamwitu anadakia, “Kwani simu yake imepotea au amekupigia? Unamaanshani Ami?”
            Mpemba anajibu, “Mgosi Wallahi kanpigia simu na kusema eti nyumbaake yabomolewa kesho. Hivo, anaomba yoyote mwenyeweza kumhifadhi afanye hivo.”
            Kapenda anachukua kirongaronga chake na kumtwangia Mgosi. Mara simu inapokelea.     Tunasikia “Hao hamijambo huko?”
            Kapende anajibu, “Sie wazima vipi huko Mgosi? Maana habari tulizopata si nzuri hasa kuhusiana na ubomoaji wa mjengo wako.”     
            Mgosi anajibu, “Ni kwei sote tiiojenga mabondeni timeambiwa tibomoe kabua hawajaja kubomoa wenyewe.”
            “Pole sana Mgosi,” anajibu Kapende na kukata simu. Baada ya kukata simu kijiwe kinaanza kujadili zali zima.
            Msomi Mkatatamaa anakuwa wa kwanza kutongoa, “Japo naunga mkono mpango mzima wa kubomoa majumba yaliyojengwa kinyume cha sheria, lazima niseme wazi, sikubaliani na kuwaadhibu wahanga peke yao huku waliowasababishia madhira haya wakisimamia zoezi la ubomoaji.”
            Mijjinga anakula mic, “Hapa Profesa Msomi umenena. Haiwezekani wale waliowaacha watu wakajenga wasiadhibiwe nao. Maana ukiangalia majengo haya ambayo hayakuota kimiujiza, unagundua kuwa serikali iliona kila kitu ikajinyamazia bila kutimiza wajibu wake kwa watu wake.”
            Mipawa anakula mic, “Wewe unaongelea la kuzembea kuwazuia wananchi kujenga mabondeni! Nani angemzuia nani wakati wazito nao walikuwa kazini wakijipa viwanja na kuvamia vya umma?”
            Mheshimiwa Bwege anakwanyua mic, “Unadhani sababu ni hiyo tu? Ilikuwaje wahusika wakapewa maji, umeme na wengine kutozwa kodi za viwanja na majengo kama serikali haihusiki na balaa hili?”
            Msomi anarejea, “Serikali inahusika japo si awamu ya dokta Kanywaji. Hata hivyo, kuna haja ya kumtaka Dk Kanywaji kuwapa hifadhi wahanga hasa ikizingatiwa kuwa makosa ni ya pande mbili. Nadhani jambo la muhimu kufanya ni kuchunguza wote walioruhusu balaa hili tangu mchezo mzima ulipoanza na kuwachukulia hatua za kisheria.”
            Kanji anakula mic, “Somi sema juli sana. Ila veve nasahau kuwa mingi ya vatu nakula juuku likwisa staafu au kufa. Sasa kama nachunguza tasitaki vatu yote nastaafu au kufa?”
            “Wewe unaonaje?” Msomi anamuuliza Kanji huku akikwanyua kombe lake la kahawa na kubwia kabla ya kuendelea kuongea bila kungoja Kanji ajibu.
            Anakohoa na kudema, “Tunafahamu wengi wameishastaafu hata kufa. Je mali walizochuma tokana na jinai hizi nazo zinastaafu au kufariki? Tungeshauri wahusika wasakwe, wafilisiwe na wengine kufungwa. Maana huu ndiyo ufisadi wenyewe na majipu ambayo Dk Kanywaji anapania kuyatumbua bila mzaha. Haiwezekani kaya yetu ikaendelea kuwa shamba la chizi.”
            Da Sofia Lion aka Kanungaembe ambaye alikuwa ameshika tama anaamua kula mic, “Mwenzenu hata mimi naona kuna namna. Kwani hata mjomba wangu naye amebololewa nyumba yake aliyojenga zaidi ya miaka 30 iliyopita. Mtu mwenyewe anaumwa vibaya sana ukiachia mbali kuwa alishafiwa na mkewe. Mzigo wote tumetupiwa sisi. Kweli nakubaliana nanyi. Kuna haja ya kutenda haki hasa kwa wahanga wa zoezi hili linalotokana na utawala mbaya.”
            Kapende anakula mic, “Kumbe nawe dada Sofi umeanza kuona mwanga! Siku zote tulipokuwa tunasema kuwa serikali zilizopita zilikuwa fisadi , ulikuwa ukituona wazushi usijue kuwa yakikugusa utastuka.”
            Mzee Maneno anakwanyua mic, “Ama kweli hujafa hujaumbika. Nadhani Sofi siku zote ametetea chama bila kujua nyuma yake kunani. Sasa uchaguzi ndiyo umeishakwisha na wenye kupeta wamepeta mnadhani kuna atayesikia la mwazini au mchota maji hapa?”
            Mijjinga naye anaamua kurejea, “Jamani tuwe wakweli. Tuseme ukweli kama alivyosema Dk Kanywaji kuwa msemakweli ni mpenzi wa Mungu. Watu wetu walizidi sana kiasi cha kusahau kuwa kuna sheria. Nadhani hapa tujadili jinsi ya kuwasaidia wahanga binafsi badala ya kuipa mzigo serikali ingawa chama chake kilihusika kwa asilimia kubwa. Nashauri –kama serikali itatusikiliza –ikamate waliosababisha maafa haya na kuwafilisi na hiyo fedha iwatunze wahanga wakati wakitafuta namna ya kusonga mbele.”
            “Nadhani sasa watu watajifunza kuheshimu sheria na kuzifuata huku na mamlaka nayo yakipaswa kutoacha watu wajenge ndipo yaje kubomoa. Tunatiana hasara na kuumizana tokana na kutofuata sheria. Somo kubwa nadhani hapa ni kwa wachovu kujifunza kutii na kufuata sheria badala ya kupenda vya mteremko. Nashauri tupitishe mchango kwa ajili ya Mgosi na da Sofi lau wapate pa kuanzia wakati kijiwe kikitafuta namna ya kuibana serikali isiwatupe watu wake iliyowadanganya kwa muda mrefu nao wakadanganyika.”
            Kijiwe kikiwa kinanoga si akapita meya wa zamani wa Jiji ambaye ni shikaji wake da Sofi. Acha tumtoe mkuku kabla ya ndata hawajamuokoa. Maana hawa ndiyo chanzo cha mabalaa yote haya. Na shauri yao. Tukiwakamata watu kama hawa wanaokalia madaraka bila kufanya kazi tutawafanyia kitu mbaya.

If you believe Africa is the poorest continent think again


Despite being touted as the poorest continent on earth, Africa has nobody sleeping in the graveyard. Nobody is living amidst ghosts; and the stench of death as you will see in the following clip. Essentially, Africans are made to believe that they are the poorest of the poorest while the actual poorest of the poorest are somewhere else. Africa has one billion people now while Asia has more almost  three third of billion of poor people. India alone has almost half a billion of paupers while Africa has less than that. Even if you consider the number of poor people in Africa compared -for instance -to Asia, you don't get it.  It is only ignorance and myopia of our people, especially our rulers that allow  such misrepresentation to become a norm. I propose the magufulification of the new constitution

  • Nimepata muda wa kukaa na Dk. John Magufuli, kwa nyakati mbalimbali ...
            
                 After evidencing the charade of enacting a new constitution for the hunk that was carried out by the former nihilistic regime, it is time to propose the magufulication of the same.  After Umoja wa Katiba ya Walevi (UKAUA) wantonly turned itself into Umoja wa Kumsimika Luwassa (UKULO) all hopes of having a brand new constitution were dashed. For those who don’t know what magufulification is, it is a chemical and political process of purifying something so as to bring it to the tune of what it once was.  Currently, Bongolalaland is being magufulified so as to reach the tune it was in under mzee Mchonga. Boozers are now convinced with Dr Kanywaji Magufuli so much so that they want magufuli to become a verb but not a name anymore. Boozers are not the first to attempt to commute a noun into the verb. Brazilians are now haggling about changing Paulo Freire to a verb as a way of honouring the iconic Brazilian who changed the world of the oppressed by propounding the philosophy of enabling them to create their own world view based on their literacy. His iconic book, The Pedagogy of the Oppressed has since become another bible for emancipation in the world.
            After drinking a mugful of Magufuli –especially after suffering from many stinking corrupt regimes, they think this is time for true change that'll propel their hunk to prosperity, accountability, equality, justice and development. The boozer was in one neighbouring hunk just recently. Everybody was calling on their presidents to magufulify their systems especially after noticing that the magufulification has awaken a slept giant of the region so as to reclaim its lost glory after suffering from long-time vainglory under dirty and corrupt rulers. For instance, they wanted their presidents to cancel their Independence Days so that boozers there could sweep their streets, institutions and above all their hunks. I learnt that even in the hunk where their rulers are renowned for clinging unto power, are now feeling the heat. Those who used to laugh at Bongolalaland as a No Man’s Land are shocked especially after Dr Kanywaji took on the netherworld of economic sharks among which one wanted to own even our beaches. The hunks that used to laugh at us by even abusing our rulers are now shocked.  What I like about Dr Kanywaji is nothing but his sober and scientific approach in dealing with graft. He is different from fellas like the late Chris Mtikisa with his gabacholis philosophy. However right he might have been, his approach was wrong.  The ongoing magufulification is likely to end the era where a few individuals or one race would monopolize the economy of the hunk and involve in capital flight and corruption as they deemed fit while our sitting-duck like rulers were laughing as if it was fair for boozers.
             From such cries in the neighbouring hunks, I learnt that Magufulification should not end up in sweeping streets and a few corrupt officials but the whole system in the hunk. Guess what. Even boozers at our swallow pub have changed. Instead of drinking and snoring, they’re now making sure that they start sweeping the room and dusting the tables before starting swallowing. One boozer left us in stitches when he jokingly said that he’d not believe that Njaa Kaya who messed our hunk would jump into the bandwagon of magufulification which in essence is an irony to his imbecility and duplicity as far as purifying the hunk is concerned. We all laughed especially when he produced a newspaper clip showing the guy smiling as he swept his town streets. The other day I heard some Chama Cha Mafisadi (CCM) advising Dr Kanywaji not to appoint what they called houseflies and mosquitoes in his govt. again, they forgot to warn him against appointing rats, quacks especially those alleged to have forged their academic credentials and above all termites that have for long eaten our hunk.
            Boozers are not mincing words. They want Dr Kanywaji to purge all those who burnt our dosh in hocus pocus such as collecting views on the new constitution that ended up being shelved without any meaningful explanations. They’d like to see the Mzee Jose Warioba’s document be brought before the mjengo so that it can deliberate on it already to become legally operative. This means, the current patched one must kick the bucket just soon.
            What’s more, after endorsing the magufulification of the hunk, I will start by magufuling myself, changing my name from Boozer Mlevi to Boozer Mugful. Under Magufuliphoria, I am intending to form an organization that will be reminding Dr Kanywaji what to do whenever he seems to tire. I understand how tough it is for an individual to preside over a corrupt and rotten system. This is why I propose that we magufulify our constitution so that our changes must be structural and institutional.
            Sensing the urgency of heading for the magufulification of my place, I better wrap up hither arguing Dr Kanywaji to magufulify our butchered constitution in order to keep the pace of change up and on.
