Magufuli na Mimba mashule: Nini ushauri na mawazo yako?

Hotuba ya Rais Magufuli kuhusu watoto wa shule kutiwa mimba ni mawazo ya mfumo dume wa kuwakandamiza wanawake au watoto wa kike,ni katika fikra za utamaduni wa kiafrika inapotokea mwanamke kudhulumiwa na jamii basi mwanamke huyo hugeuka kuwa ni "victim" badala ya kuwa innocent.Hotuba ya Rais haina uzito kabisa kama ni rais ambae anawatakia wananchi wake na kuwapigania wapate elimu na hususa watoto wa kike.Rais wa nchi ameongea kana kwamba ni baba ndani ya familia yake ambae anae wasomesha watoto wake kwa pesa inayotoka mfukoni mwake na kuona kwamba ni fedhea ya kijamii kwa mtoto wake kutiwa mimba wakati akiwa masomoni kwa kufeli kama ni baba kumpa elimisho bor mtoto wake kuhusu umuhimu wa elimu.Iweje rais asahau au ajifanye kusahau kwamba pesa ambayo waosemeshwa watoto bure mpaka elimu ya sekondari ni pesa ya wananchi walipa kodi na wala sio pesa inayotoka mfukoni mwake?

Swala hili ni swala la kijamii na ni swala ambalo linahitaji watu wa sayansi ya kijamii(sociologists) walitafutie ufumbuzi kutokana na jamii yetu ya kiafrika ilivyo ilivyo.Magufuli kamuongealea mtoto wa shule alietiwa mimba kana kwamba mtoto huyo ametiwa mimba na ALIEN asiejulikana katika jamii.Kitendo cha kupatina mimba kinahitaji kupatikana kwa watu wawili mwanamke na mwanamume sasa iweje mwanamke atiwe mimba na mwanamke huyo akawa ndio mkosa(guilty) na mtiaji mimba akawa hana hatia(innocent)?Na tunaliona hili katika jamii yetu ya kiafrika na hata zile jamii ambazo wenye sheria za kidini za kosa la zinaa ni mwawake tu ndio mwisho wa siku ndio anakuwa mkosa wa kosa hilo la zinaa,tumeliona hili katika story ya Yesu na Maria Magdalena na tumeliona hili katika kesi ya mwanamke wa kiisilamu wa Nigeria katika mwaka 2002 alipohukumiwa hukumu ya kifo na mahakama ya kiisilamu kwa kosa la zinaa na kupata mimba na bila hata mtiaji mimba hiyo kujulikana katika kesi hiyo.

Hili litakuwa ni kosa kubwa sana kijamii endapo serikali ya Magufuli itaamua maamuzi hayo ya kuwakatisha masomo watoto wa kike endapo tu watapata mimba tukumbuke tu kwamba katika miaka ya 70 serikali ya Zanzibar iliweka sheria kali ya kwa mtiaji mimba kwa mtoto wa shule kwa hukukmu ya miaka 10 jela,na matokeo yake likazuka balaa la kijami la watoto wa shule kufanya mapenzi "kinyume cha maumbile" na kupatikana kwa msemo wa kijamii kwamba "Mbele ni miliki ya serikali na Nyuma ndio miliki yetu".Na kwa maamuzi kama haya ya Magufuli yanaweza kufanya historia ya kijamii ya Zanzibar kujirudia kwa kuongezeka kwa kasi kubwa kwa tendo hilo la kufanya mapenzi "kinyume cha maumbile" na kusababisha matatizo mengine ya kijamii yasiyohitajika.

Mwalimu Mhango,ufumbuzi wa tatizo hili kwa maoni yangu ni kwamba kwanza kuwepo na elimisho kubwa kutoka kwa wazazi wa watoto wa kike na wa kiume majumbani na kutoka kwa walimu mashuleni kwa kuwaelezea watoto na hususa watoto wa kike kuhusu umuhimu wa elimu na elimu ndio kila kitu katika maisha ya mtoto wa kike na kama ataamua kufanya mapenzi yafanyike mapenzi kwa kutumia kinga na kwa wakati huo huo lawama kubwa itupiwe kwa wanamume ambao watakao patikana na kosa hilo la kuwatia mimba watoto wa shule na hata kuwekea sheria kali ya kutozwa faini kubwa na kuhakikisha kwamba mwanamume huyo anabeba jukumu lake la kumlea mtoto huyo kwa kuwekewa kiwango maalum cha malipo kwa kila mwezi ya chakula,mavazi,matibabu na makazi.Na mtoto huyo wa kike arudi masomoni baada ya kujifungua kwani elimu ni haki ya kila mwananchi kwa wakati wowote ule ambapo mwananchi huyo atakuwa yupo tayari kufuatilizia elimu.Na tunaliona hili kwa nchi zilizoendelea kwamba watoto wa kike wanarudi shuleni baada tu ya kujifungua na tukumbuke tu kwamba nchi ambazo zina uhuru wa watu wao kufanya mapenzi kwa umri wa kisheria tatizo hili la kupatikana mimba zisizohitajika litaendelea tu kupatikana aidha mwanamkle huyo alikuwa ni mtoto wa shule au hapana na ndio maana hata kwa nchi hizo soma la kufanya mapenzi(sex education linasomeshwa mashuleni.

Tumalizie tu kwa kuandika kwamba tusiwarudishe wananwake nyuma kwa kuwawekea sheria za mfumo dume ambazo mihimili yake mikuu ni mila,desturi,utamaduni na dini hatutofika popote pale kama kweli tunataka tupige hatua ya maendeleo kwa wananchi wetu na nchi yetu kwa matatizo kama haya ya kijamii Rais unaweza kudhani kwamba unajenga ukuta wa kuzuia kumbe nyuma yake linakuja tsunami la kijamii ambalo kulipatia ufumbuzi wake inakuwa ni vigumu.

Karibu tena baada ya kupotea kwa siku nyingi. Nakubaliana na mawazo yako kuwa pesa inayotumika kutoa elimu Tanzania si mali ya rais wala nani bali watanzania. Naamini pia kuwa makala yangu ifuatayo ambayo ilitoka kwenye the Citizen inatosha kujibu na kuunga mkono baadhi ya hoja ulizoibua na kudurusu.

Government can still help teen moms

Though President John Magufuli said it expressly–no pregnant girl will be allowed back to school under his rule; which’s logical–still the government’s the duty to make every effort to help such mas. After teen pregnancies playing hell with us, everybody’s wagging the tongue either in a hooray hoopla mood or agonisingly and negatively opposing this tough stance. However, there’ll be hell to pay in this hell of helluva as we play hell as a nation. I know. As a parent and a leader, Magufuli’s agonised just like anybody could. Again, if he steps in the shoes of the parents of gravid daughters, I’m sure the narrative will dramatically change. We need to think out of the box; understanding that, as the society, we’ve circumstantially contributed to creating this jumble either consciously or unconsciously through societal sloppiness, dishonesty, greed, selfishness, debauchery resulting from modernity, copycat behaviours and whatnots.
If this stance isn't being re-examined, its ramifications will be negatively immense to the future of the nation. For, it’ll increase ignorant and disadvantaged people in mothers and their unplanned children. Due to the challenging nature of school pregnancies, I think; we need to do the following:
First, open adult education centers to cater for those who’ll drop out because of pregnancies or imbuing their colleagues. These centers must cater both for secondary and high school education for gravid girls; and their partners who happen to be students. I can draw an example from Canada. Despite having all sorts of freedoms, such as teaching students that ngono is human rights, even Canada doesn't allow teen mas to go on with schooling or curtail the development of the country and its citizens. Students kick up their heels as they like. However, they must see to it that they’re not becoming pregnant. The system here allows a person to complete his or her secondary education when he or she reaches 18. At this age whether pregnant or not anybody’s supposed to be in a class. Anybody above 18 is entitled to complete his secondary school diploma at such adult education centers anytime he or she deems fit.
Secondly, address the root causes. Although we tend to blame the victims, as the society, we've contributed to this anathema to our daughters. For example, circumstantially, corruption’s a lot to do with pupil pregnancies. How heavily do we punish perpetrators? Thanks to corruption in upper echelons of powers, many citizens are ignorant and poor. You can see this in poor transportation, poor housing, and ill-equipped schools among others.

Third, fight and eradicate systemic gender bias in which girls are condemned wholesale simply because they’re females. What are the traps and motivations that lure our girls into being impregnated? Are their families strong morally and materially? Why punishing girls only. What’s the position of the government which some pregnancies are caused by students? Will they still be eligible to proceed with studies while they actually are parents? What’s the punishment for adults say, teachers, or whoever impregnates a student? I’d argue that whoever impregnates a student, apart from being brought to book, must be jailed; and public employees who happen to win the case due to lack of watertight evidence or technicalities must be expelled from public services. This will send a strong signal to others still contemplating to do the same.
Forth, seriously fight corruption and poverty which, in a sense, are the major causes of this beatinest challenge.
Lastly, amend or enact laws so as to hand down heavy punishments to perpetrators. For, they are robbing young girls of their lives. More important, we need to unequivocally address this problem making sure that anger and blame games aren't used in addressing the problem.
Swahili’s it that when a baby poops on your hand, you don’t cut it nor do you throw the baby away.
