IPTL scandal has started to bite. It is official now. Donors have suspended Tanzania aid after the government has been dragging feet in dealing with the scam. History shows that IPTL was created by bigwigs during second-post independence president Ally Hassan Mwinyi whose laxity gave birth to grand corruption in the country.
