What'd you expect if it were a Tanzanian cop?

The cop in Montana broke down after shooting unarmed person early last year. This photo became viral after being posted recently. Despite racism in the US at least this cop perfected the art of remorse. Try to imagine if it were a Kenyan or Tanzanian cop. Would he  bother to shed tears of just laugh or add more bullets? 
After the US faced racial related police shootings many are asking: Is this government's attempt to save face? Why posting the video after many months and after racial related killings?
