President Samia Suluhu Hassan marked her first 100 days in office on Saturday, 26th June, 2021. And on Monday, June 28th, 2021; all the country’s leading newspapers published special supplements regarding her performance during these first one hundred days.
Thus, in active support of this commendable tradition, I decided to present my own views and assessment of the same; which is the subject matter of today’s article.

Avid readers of my previous articles in this column will probably remember, that I made a similar presentation in early 2016; when the late President John Pombe Magufuli completed his first hundred days in office; in which I focused mainly on his successful implementation of his campaign promise “to bring substantive change” in the management of the country’s affairs; whereby, within his first hundred days in office, President Magufuli had already proved ‘beyond reasonable doubt’ that he was indeed capable of ‘walking his talk’; to the genuine delight, and complete satisfaction, of the majority of Tanzanians.
But he had also won global recognition and approval for such unprecedented efforts. Indeed, President Magufuli had become a continental icon within his first hundred days in office, as was evidenced by captions from leading newspapers of South Africa, Ghana, Nigeria, and Zimbabwe; all of which sang praises on President Maguli’s unprecedented exemplary performance. And he had done that without even crossing the country’s boarders. You could rightly call such scenario, international “Magufuliphoria”.
And now, within the same one hundred days of President Samia’s occupancy of that high office, we have similarly witnessed the emergence of a similar kind of international “Samiaphoria”. For example, last month, on 23rd June, 2021; an extraordinary Summit meeting of the Southern African Countries Development Community (SADC) member countries’ Presidents was held in Maputo, under the Chairmanship of Mozambique President Filipe Nyusi, who is also the SADC current Chairman. This was President Samia Suluhu Hassan’s first such meeting of that Organization which she has attended after assuming office on 19th March, 2021. Hence, in his welcoming remarks, President Nyusi described her in the following glowing terms:- “Our Regional block has now got a female leader with a high level of professionalism. President Samia has already won many plaudits for her leadership style, both domestically and internationally since she assumed office following the sudden death of her predecessor, the late President Magufuli which occurred on 17th March, 2021; and she has steadfastly guided the affairs of her nation in the right direction”.

Indeed, there is widespread consensus among Tanzanians, that during her first one hundred days, President Samia Suluhu Hassan has demonstrated an amazing amount of capability, determination, and passion, to move the country forward effectively from where her predecessor left it, in accordance with her new popular slogan of “kazi iendelee”.
In my own view, President Samia has indeed made notable achievements during her first hundred days in office.

In my own view, President Samia has indeed made notable achievements during her first hundred days in office.
Being the first female President of the United Republic of Tanzania, she has, very clearly, brought into the country’s political culture an alternative leadership style; which is refreshingly characterized by civility, humility, and firmness.
When she was suddenly propelled into that high office following the equally sudden death of her predecessor, the late President John Pombe Magufuli; she appears to have been keenly aware that there were some people who were worried that because of her gender, she would be unfit for the Presidency. Thus she took the earliest opportunity to assure these “doubting Thomases” that she has the capability to shoulder such responsibilities. “God did not create a weak brain for a woman, and a brain with great potential for a man” she declared philosophically in her first address to Parliament. “Therefore, I am confident that I have the power to lead this nation; for I will not do this work alone, but with all Tanzanians”.

And that is precisely what she has clearly demonstrated during her first hundred days in office as reflected in her first Government Budget for the Financial Year 2021/21 which was presented to Parliament on 10th June, 2021; which shows a truly impressive “score board” that includes massive allocations for construction works to be carried out on the Magufuli initiated flagship mega projects, namely the Standard Gauge Railway; the Nyerere Hydroelectricity generating project on Rufiji river; and the construction of cargo and passenger ships to ply on Lake Victoria, lake Nyasa, and Lake Tanganyika.
But she surprised many with the raft of positive changes she has introduced in the country’s governance system in those hundred days, particularly on the management of the country’s economy; as indicated in her first Government Budget, which shows a truly impressive ‘score board’ that includes the following achievements:-

*A greatly enhanced number of registered investment projects worth 1.6 billion US dollars; which are envisaged to create up to 24,600 jobs for the country’s youth.
*The scrapping of more than 230 ‘nuisance’ taxes which had been imposed on the business community.
* Raising the budgeted for loans to higher education students. * More than 70,000 civil servants promoted.
* Five hundred million shillings allocated to each constituency to improve road infrastructure. And on the diplomatic front, she made a “flying start” when in her first few weeks after taking office, she flew to the capitals of neighbor countries; namely Nairobi, Kenya, where she focused on improving trade relations between our two countries; Kampala, Uganda, to witness the signing of the final Investment Decision Agreement for the implementation of the East African Crude Oil Pipeline; and Maputo, Mozambique, where she attended a Summit meeting of the Heads of State and Government of the Southern Africa Development Community (SADC).
On the domestic front, President Samia’s appointments of officials at the various levels of the country’ Regional and District Administration were indicative of her personal leadership style; when she brought into her Management team, a fine balance of cadres; both old and young, representing all the major interest groups, particularly the Youth, and the women.

(a) the elders of Dar es Salaam, from whom she listened to the challenges facing them and promised address them.
(b) with representatives the country’s women in Dodoma; to announce her commitment on addressing women’s rights; and shared her aspiration and commitment to promoting gender equality
(c) with of the representatives of the Youth in Mwanza; whom she promised greater participation in the the country’s governance system.
(d) with members of the business community, where members of the private sector gave testimony on how President Samia’s first 100 days have positively impacted their activities.
(e) with all the Bishops of the Catholic Church who constitute the Tanzania Episcopal Conference (TEC); in order to take them ‘on board’ as important participants in her development agenda.
The President has also promised to meet with the leaders of opposition political parties, in order to rebuild trust, and consensus, in matters of national interest.

During her first 100 days in office, President Samia has taken concrete steps to provide effective and practical justice to persons who were serving prison sentences, particularly those who were detained under charges of economic sabotage, which are unbailable.

This is evidenced by the greatly increased activity by the Director of Public Prosecutions (DPP) in entering into negotiations with the indicted persons, encouraging them to plead guilty in exchange for lighter sentences; as well as, in other cases, terminating prosecutions by entering nolle prosequi notices, (a well known legal procedure which is used to stay a prosecution on an indictment). This has also facilitated a welcome reduction of congestion in our prisons.

During these hundred days, President Samia has also made significant departures from some of her immediate predecessor’s policies; and in particular, her major shift in the handling of the worrying covid-19 pandemic.

Within only three weeks after assuming power, at the ceremony of swearing- in the Permanent Secretaries whom she had just appointed; President Samia attracted the attention of the world, with her purposeful decision to appoint a committee of experts to advise her government on the current status of covid-19 in the country, and the necessary steps which should be taken to keep the people safe. The President said this:- “It is clear that Tanzania could no longer ignore the virus that is ravaging the world. Tanzanians cannot live in isolation, as they form part of the global population”. The proposed committee was quickly appointed, and it completed the task that had been assigned to it and submitted its report to the President on 17th May, 2021.
That Report presented a list of 19 recommendations, which she accepted, and immediately started working on them. (19 recommendations to fight the covid-19 pandemic).

Because of Tanzania’s geographical location, the country’s ports are used not solely for domestic import and export business, but also for trade with the large number of countries with which we share our boarders. A leader with her own vision.
Although President Samia Suluhu Hassan was unexpectedly propelled into that high office by the accident of her predecessor’s sudden death; but she has proved, beyond reasonable doubt, that she is a leader with her own distinctive leadership style, and determine vision. She also has the advantage of having been the Vice President in the previous Administration. For her therefore, it is just like moving from being a ‘sub-tenant in a large house’, to the main tenant of the same house. Thus, she is fully aware of all the ‘cracks in the its walls’, that must be repaired.
